Job description
The conflict in Ukraine has led to the overspill of over a million forcibly displaced persons to Poland. As migratory flows continue unabated, IOM is urgently and significantly boosting its capacity in Poland to provide multi-sectoral assistance to respond to urgent emerging humanitarian needs in a dynamic context.
Under the overall supervision of the Chief of Mission in Warsaw, and direct supervision of the Shelter and NFI coordinator, the successful candidate will be responsible and accountable for the monitoring and overviewing the technical implementation of IOM shelter activities including WASH within the framework of the emergency operation in the Warsaw city.
Core Functions / Responsibilities:
- Conduct weekly technical assessments and report respectively to the direct supervisor.
- Ensure relevant technical standards are met and agreed upon with IOM.
- Coordinate and liaise with the procurement and logistics unit on tendering and contracting.
- Manage technical and engineering components related to IOM/Sector/Cluster activities implemented in the region, including the management of local staff engineers.
- Oversee all construction works under IOM funding at the Warsaw City, contract compliance, quality assurance, and documentation of all interactions prior to payments.
- Provide information on project progress for use in program reporting and for making financial payments in accordance with contracting.
- Regular field visits and monitoring of construction activities in accordance with the specifications and designs, cost, and schedule to ensure progress follows the work plan.
- Report all errors, omissions, discrepancies and deficiencies to supervisor.
- Establish contact with appropriate partner agencies when basic or special needs are identified.
- Review of unit cost of construction materials from providers.
- Recommend approaches, designs and responses to the resolution of comments; either by design alteration and modification necessary to achieve a functional facility within the context of geographical needs, budget, and expectations.
- Conduct the final report upon the conclusion of the construction work.
Requirements
Education
- Master’s degree in Civil/WASH Engineering, Architecture, or a related field from an accredited academic institution with 2 years of relevant professional experience; or
- University degree in the above fields with 4 years of relevant professional experience.
Experience and Skills
- Extensive work experience in the field of construction supervision.
- Minimum of 5 years relevant working experience post-degree
Languages
- Fluency in Polish is required. Good knowledge of English advantage.
