Job description

Context:


The conflict in Ukraine has led to the overspill of over a million forcibly displaced persons to Poland. As migratory flows continue unabated, IOM is urgently and significantly boosting its capacity in Poland to provide multi-sectoral assistance to respond to urgent emerging humanitarian needs in a dynamic context.


Under the overall supervision of the Chief of Mission and direct supervision of the Migration Health Officer - Emergency Response and technical guidance of the Senior Regional Migration Health Advisor in Brussels the successful candidate will be required to support the IOM Emergency Health activities towards the successful implementation of IOM’s health and emergency preparedness and response projects in Poland.


Core Functions / Responsibilities:

  • Manage the overall implementation and monitoring of all of IOM’s emergency health activities by ensuring coordination and supervision of migration health team, identifying operational and staff challenges and possible solutions, and being available for short-notice deployment to field locations as part of a rapid response team.
  • Take the lead on migration health programme planning, development of project proposals, resource mobilization and financial monitoring, establishment of an adequate monitoring and evaluation framework, and donor reporting.
  • Assist in identifying health needs and support migration health activities at border areas, reception points, transit and long-term accommodation centers and health facilities receiving refugees and third country nationals (TCNs) Conduct rapid health assessments to identify key and urgent needs and actions to be addressed by the health sector, ensure that all related health activities deliver quality services.
  • Support the coordination, development and facilitation of staff trainings for emergency preparedness and response health activities (this may include coordination with partners such as WHO, UNFPA, UNICEF, IFRC or other IOM implementing partners).
  • Support existing primary health care facilities and any other host posts, and mobile clinics if needed including those implemented by Implementing Partners, following WHO guidelines (this includes supporting the development protocols, clinical guidelines, training modules and training of staff).
  • Support implementation of vaccine preventable diseases programs among migrants, refugees and TCNs in accordance with the national vaccination schedule.
  • Support the coordination of activities to improve access to COVID-19 information, personal protection equipment and vaccination among vulnerable migrants, refugees and TCNs as well as support health promotion activities aimed at addressing vaccine hesitancy.
  • Contribute to maintaining strong partnerships and liaison with Government entities, in particular the Ministry of Interior/ Ministry of Health and other relevant health stakeholders.
  • Supervise administratively and managerially the MHPSS program, through the MHPSS coordinator.
  • Represent IOM at relevant coordination meetings and maintain coordination and cooperation with local health authorities (including the Ministry of Health) and partners (WHO/Health Cluster, Sub Cluster Working Groups, UNICEF, UNHCR as well as other actors).
  • Provide weekly status reports of activities conducted, using tools provided by the Health Information Management Officer, as well as reporting for Sit Reps like key achievements and challenges encountered through established channels of communication within the Migration Health Emergency Unit; ensure documentation of all health and related activities.
  • Perform such other duties as may be assigned.

Requirements

Education

  • Master’s degree in medicine, nursing, community or public health from an accredited academic institution; or
  • Bachelor’s degree in the above fields with four years of relevant professional experience.

Experience and Skills

  • At least two years of operational and field experience in implementing emergency health activities, including those for outbreak prevention, detection and health response for migrants, refugees and displaced persons and other vulnerable groups; and early recovery or post-crisis emergency health programming is desirable.
  • Demonstrated experience in coordination and liaison with government authorities, knowledge of structures and functions of the primary health care system, and of national, UN and international health agencies and donors.
  • Experience working in the region is an advantage.
  • Excellent communication, presentation and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Office.

Languages


Proficiency in Polish and English (written and oral) is required. Proficiency in Russian or Ukrainian is a
distinctive advantage.
